UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a recent survey of municipal councils, English councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that 60% of local authorities are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and utilising savings to manage growing financial challenges.”

Specific Examples of Proposed Disposals

One local authority in southeast England said its asset disposal plan included the sale of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Increases and Broader Financial Pressures

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to increase local levies next April to address the growing cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and financial savings,” said Vince Maple.

He continued: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Projections

Research of regional authorities this week further found council budgets being strained by the growing number of children and adults requiring special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the Send system until next year after a policy document setting out those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is among the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The figures highlights the extent of challenges confronting local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that reflects and addresses the real levels of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey found.
